Why were Japanese Americans in Hawaii not forced to go to internment camps ?

It was mainly Japanese people who lived on the continental United States who were sent to internment camps because at the time, Hawaii was just a U.S. territory and not a state, so they couldn't legally send the Japanese to internment camps.
