Let's see.

We need to use a^2 + b^2 = c^2.

(1)^2 + (3)^2 = 4^2

1 + 9 = 16

10 DOES NOT EQUAL 16.

So, the answer to your question is no.

In a triangle any two sides must be greater than the third side
1+3>4
4=4 so it can’t have these measurements
