C. Bush won more electoral college votes. Al Gore received 540,000 more votes than Bush did but winning the popular vote doesn't make someone president. The number of electors for each state is based on the size of its congressional delegation, which is based on population. These electors then vote in December in a system known as the Electoral College. Which then caused the Electoral College to officially elect the president.
