2x - 3y = -4
-3y = -2x - 4
y = 2/3x + 4/3....slope here is 2/3. A parallel line will have the same slope.

y = mx + b
slope(m) = 2/3
(-5,3)...x = -5 and y = 3
now we sub and find b, the y int
3 = 2/3(-5) + b
3 = -10/3 + b
3 + 10/3 = b
9/3 + 10/3 = b
19/3 = b

so ur equation is : y = 2/3x + 19/3
