I'm pretty sure it was Cardinal Richelieu. He attacked the Huguenots, defeated rebellions, improved the navy and army, he raised lots of money,and had a policy meant to make France a great power in Europe, in fact one of the greatest. He is now considered one of the greatest politicians in French history.
