The point at which the brakes begin to slow the vehicle is called the braking point. Technically speaking the brakes do not actually stop the vehicle, the vehicle is stopped by friction. The brakes stop the wheels and this process begins with the disc brake system. When the brake pad contacts the rotating brake disc it causes the vehicle to slow down due to friction.
