Non-volatile electrolytes increase the boiling point of water and decrease the freezing point while non-volatile nonelectrolytes do not. Non-volatile electrolytes dissociate in water to form anion and cations that interact with water molecules. This develops more forces to be overcome for water to change phases hence requiring more energy to change states.
